It's a standard 'mailman' list.  Yes, if you add folks to the 'cc'
line who are already members of the list, then your local mail system
will send a message directly to that member (due to the 'cc' entry),
followed by another copy that will be sent by the list software
itself.

It's traditional to trim the 'cc' line, but not uncommon (or terribly
harmful) that folks sometimes forget.
